I don´t know what you mean strong. I think that the learning depends more on the student then other factor.
Curitiba is very beautiful and pleasant, and not too much liberal as well as the other brazilian cities. It only depends on your lifestyle, and the ways you choose .

Do you mean Strong? Yes It is. I am Brazilian and English is growing. You are going to LOVE curitiba, I go there for bussines trips sometimes, it is very relaxing and a LOT of handsome guys!!!!

At the regular school it isn't, but there are excellent English schools.
Curitiba is safe.

I don´t think that English teaching is strong in Brazil, but it´s getting better.
Curitiba is safe for it´s size, and not much liberal.

Public system is not focused on english that much. However, there are excellent British schools such as British school in Rio or St Pauls on Sao Paulo. Curitiba was declared cultural patrimony by OEA years ago, it is a very nice and relatively safe to live in. Liberal as in Rio? No, it;s much calmer than Rio.
